ABSTRACT

Conflict prevention, crisis management and post-conflict rehabilitation tasks are clear in the wording of the organization's documents and in the formulation of the OSCE field missions' mandates. This chapter explains how the organization renders operational its capabilities. It addresses the conflicting scenario that emerged in the new republics of the former Soviet Union and the OSCE responses to it, translated in preventive diplomacy, crisis management and post-conflict rehabilitation efforts. The chapter defines the framework for OSCE activity in the former Soviet area and focuses on the different approaches applied by the organization to respond to the distinct situations, analyzing the transposition of the OSCE's principles, commitments and procedures to reality. It also addresses the missions' activities in the field and how they translate(d) preventive efforts, crisis management procedures and post-conflict rehabilitation efforts into reality.
