ABSTRACT

The EU-Turkey Assoeiation, whieh is the seeond assoeiation agreement ofthe EU, was originally intended to pave the way for EU membership through sueeessive stages. It sought to provide a pre-preparatory stage for Turkey to ready itself for EU membership through a systematie transition by providing eloser eeonomie and politieal eooperation. Nevertheless, the EU-Turkey Assoeiation has failed to aehieve the deelared politieal and eeonomie objeetive of the agreement. This is partly beeause of Turkey's failure to fulfil her obligations arising from the Agreement by undertaking the neeessary eeonomie and politieal reforms to bringing its eeonomie and politieal system to eonverge with that ofthe EU.
