ABSTRACT

In July 1992, NATO undertook its first official military operation outside its territory. It began monitoring sanctions in the Adriatic in support of the UN arms embargo against former Yugoslavia. How can this historical decision be accounted for? Can the existence of a 'policy-community' as identified in the previous chapter explain this development? Or was NATO able to intervene in former Yugoslavia in the summer of 1992 because of the worsening of the Balkan conflict and the threat that it posed to European security?
