ABSTRACT

In developed countries, expectations of those holding public office are well-established, as are assumptions that such expectations are incompatible with misuse or corruption (in its wider sense) of public office, ranging from bribery to conflict of interest, where financial interests, influence-peddling or party-political requirements may divert officeholders from their public duty or from acting in the public interest. This expectation is important because it colours public perceptions of public life in general, triggering the scandal and public concern that in the past has triggered off media inquiries and official inquiries, and seen the consequential departure from office of political and administrative personnel.
