ABSTRACT

Bureaucracies are failing in their purposes and an alternate form of organisation, premised on contemporary liberal norms of market driven responsibility, is envisioned as the antidote. A general argument has developed, as Ransom and Stewart (1994) acknowledge, that bureaucracy must be reformed by having newly vitalised leaders at the helm of public agencies and through the introduction of market influences to empower consumers. These managers and their staff must be able to exploit opportunities for innovation created by these markets and be able to manage them effectively using managerial techniques, such as performance targets.
