ABSTRACT

This chapter deals with the local context of refugee detention and the nature of human right violations of asylum seekers in Hong Kong. The process of ethnocide took place in the asylum seeker detention camps was significantly influenced by the Hong Kong refugee policy. In order to understand the role of Hong Kong refugee policy, it is necessary to situate Hong Kong in its social and political context. The Hong Kong refugee policy was not essentially a reflection of the political or public opinion of the Hong Kong population. But was essentially a colonial appendage of the refugee policy of the British government.
