ABSTRACT
At its beginning in January 1989, the self-representation of cross acceptance offered by the ‘institutional entrepreneurs’ of the New Jersey state planning process appeared as an elegant formalization, pointing to the main innovative statutory features of the approach. At the same time, it expressed an openness towards learning and evolution which could hardly be defined or formalized. The process was thus conceived as a statutory procedural framework which entrusted the involved actors, through the operationalization of negotiation, with significant margins of internal revision.
