Newtechnologiesandnewapplicationsoftechnology,manyderivedfrom researchanddevelopmentundertakentoservemilitaryobjectives,haveuses intheciviliansector.Inpractice,thereisaninterplaybetweenmilitaryand civiliantechnology.Technologytransferhastakenplaceinbothdirections. Defenceprocurementhasalwaysdrawnfromciviliantechnology,andpostColdWarbudgetingcreatesaddedincentivestobuyoff-the-shelftechnologieswhichhavebeencreatedwithacivilianmarketaloneinmind.Thedrift alsorunsfrommilitarytociviliansectors.Itdoesnotrequireanexplicit intenttoconvertandtransfer:knowingthatatechnologyexists,andseeing potentialapplications,breedsparallelandderivativecivilianinitiatives.
