ABSTRACT

In the 21st century, China has entered a phase of accelerated industrialization. However, to tackle climate change, China will have to pursue green development, which can only be achieved using a new development mode and an alternative road to industrialization. China currently faces enormous international pressure that emanates not only from developed countries, but also from less developed countries. China previously faced what can be described as a "role paradox" regarding the issue of global emission reduction. China's domestic and international policies both address the climate issue. At the level of domestic policy, policymakers have reached a high degree of political consensus, guided by a scientific development outlook. Addressing climate change and developing an low-carbon economy (LCE) creates an opportunity for the realization of green development for China, which underwent industrialization at a relatively late stage. At present, China is undergoing an accelerated phase of its industrialization process.
