ABSTRACT

The Strategy Stage is required to emphasize the need to develop the project management plan (PMP) as the key stage deliverable, which incorporates the delivery strategy, especially for projects with some level of complexity. The PMP is the tool that the project manager will use to help establish the right mechanism for effective communication. Project control encompasses cost control, scope control, and time control, among the other project management functions. Once the project cost and time estimates and the high-level product breakdown structure and work breakdown structure are complete, the team can start to develop the initial time-phased budget reflecting the expected accomplishment of the project budget over time. Similar to the project team, the project stakeholders could vary over the project's life, although some could be on the project from beginning to end. Therefore, the stakeholders' identification and analysis will be performed in the first stage and updated at every stage.
