The baseline is essential for project control, because it reflects the "approved plan." If one considers the CAMMP™ processes, then control starts as soon as the team starts the Authorize process, with the control reference being the statement of work. The lower arrow touching the project brief on the left represents control in comparison to the project brief, the idea, and business case of the project. This is the first control reference point. The second control reference point is in comparison to the project authorization document (PAD), which is the second arrow from the bottom of the figure. The project requirements document (PRD) and PMP must be complete per the PAD. Once the PMP is ready, which includes the updated class 2 estimate, the team has the third control reference point or baseline. The fourth control reference is the traditional set of control baselines.
