ABSTRACT

Developing a more ecologically minded civilization is a necessary requirement for China's goal of building a moderately prosperous society in an all-round way. This chapter analyzes the primary issues confronting the building of an ecological civilization in the countryside, and the severe impacts that are being brought on by a worsening environment. It discusses the constraints on the underlying resources of agriculture are getting worse. Environmental pollution in the countryside is severe, there is deterioration of ecological systems, and environmental degradation is limiting agricultural production. On that basis, the chapter recommends specific countervailing policies, as well as ways to strengthen the management of resources in rural areas, protect the environment, and build an ecological civilization. Enhancing planning and policy support for a "rural ecological civilization", projects to remediate environmental problems in rural areas and to protect the environment, and projects to restore and protect rural ecosystems are some of them.
