As long ago as the 1880s Adolph Wagner was predicting that public expenditure would increase at a faster rate than national output. To pick out some of the pressures that have shaped public expenditure is analogous to explaining price by looking at demand and ignoring supply. The selective employment tax is a tax on labour imposed on all civil employers in the private and public sectors. The betting tax on the amount staked on any bet with a bookmaker on or after October 24th, 1966, is now standardized at the rate of 5", regardless of the type of event or contingency which is the subject of the bet. Gaming was first brought into the tax net in 1966 by requiring premises where gaming was carried on to have an annual gaming licence. Britain, in common with other developed countries, shows a marked increase this century in government expenditure, and hence in tax.
