ABSTRACT

The United States, as well as other countries, has recognized the need to gather and monitor terrorist-related activity and intelligence for many years. Providing training and a clear understanding of what information needs to be gathered and analyzed are essential to effective management. CALEA (Communications Assistance for Law Enforcement Act) standards manual refers to the mission of an analyst as being that of a "support" position, stating that "the information obtained by analyzing the data is used to support management and operations". Intelligence analysis units have existed in law enforcement for several decades. With homeland security and terrorism analysis, law enforcement personnel cannot afford to wait for any lead to come in. Based on a review of early scholarly and academic publications, analysts are able to become multidimensional by looking for variables that enhance deterrence, prevention, arrest, and target hardening for homeland security, organized hate crime, or terrorist-related matters.
