In terms of space, the concept of “Citizens’ Europe” is equally transi­ tional, since it promises an area “without internal borders,” within which there will be guarantees on freedom of movement and equal treatment of citizens. But this does not mean that border controls, border crossings, discrimination, restrictions and exclusions will all be done away with: they will simply be transposed onto another plane.3
