ABSTRACT
Establishing an international tribunal from scratch is a major challenge even under the best of conditions. Organizers of the UN Tribunal for the Former Yugoslavia discovered this even though their tribunal is located in The Hague, The Netherlands-a modern city with all of the necessary communications, building, utilities, and library infrastructure. By contrast, the UN decided to locate the Rwandan Tribunal in the small, undeveloped, and remote town of Arusha, Tanzania, where communications services and electric utilities are quite unreliable, and available office space is limited and spartan. The ICTR occupies part of the Kilimanjaro wing of a three-building complex known as the International Conference Center in Arusha. It is a modest, cement-walled facility built by the Chinese in the 1970s.
