ABSTRACT

Practicing transportation professionals are interested in mastering the 'intricaties of how to implement successful travel demand management (TDM) programs. TDM programs in which the private sector has a major interest often more difficult to implement than those that local jurisdictions adopt under their own initiative. As the severity of air pollution problems in non-attainment areas increases, restrictions on what constitutes a confonning use of federai transportation funds may also increase. Conformity has provided a major impetus for improving regional travel demand and mobile source emissions models. The importance of mamtaining flexibility in the implementation of TDM programs cannot be overemphasized. TDM programs that seek to regulate individuai behavior in a controlling fashion are not likely to be favorably received by the public. In terms of classifying hundreds of TDM options into a smaller number of more manageable groups, one might choose to look at things from the supply and demand sides.
