ABSTRACT

This chapter surveys the work which has been done to attach monetary weights to those items of user cost which are not already expressed in money terms. By far the most attention will be given to the value of time savings, not only because of its central position in the analytic framework developed in this book, but also because by far the largest amount of analytic and empirical effort has been devoted to it. The previous chapter discussed in general terms the methods which have been employed to explore travellers’ preferences. In the first two sections of this chapter the choice situations to which these methods have been applied to derive values for leisure time and the results obtained are described. In the following section, the same ground is covered for working time. In the final section, some problems in the use of time values are discussed.
