ABSTRACT

The framework of analysis developed in the preceding chapters of this book allows, if circumstances are favourable, the estimation of the value, or weight, to be attached to the various effects, some benefits, some disbenefits, expected to flow from a given proposal, or set of proposals,which can be put together with all those items to which a financial cost is already available. Table 2 shows the sort of results which might be obtained, distinguishing between the benefits accruing directly to transport users, the (dis)benefits to non-users and the capital and other costs borne by society at large, each item being shown in the year in which it is expected to accrue.
