Thecryforequalityofallindividualcitizenswithina

democracycaneasilybeturnedintoademandfortheir

"collectiveequality"withthecitizensofotherdemocracies.

Tradeandtransportationhaveconnectedmillionsofmen

wholiveunderdifferentregimesinvariouspartsofthe

world.Sinceprintingandbroadcastinghavecomeintotheir

own,theypossesssomeknowledgeofoneanother'sstatus

andcompareitinfriendlyorunfriendlyrivalrywiththeir

lot.Fewhaveactualpersonalcontactwiththeirneigh-

bours;fewaresufficientlywellinformedtointerpretthese

experiencesinanintelligentmanner.Theygeneralizefrom

accidentalimpressionsandseeintheirownpurelyindividual

inferiorityorsuperioritycomplexestheloworhighwater-

marksoftheirnation'sinternationalstanding.International

ignoranceisstupendous,notwithstandingtheMarxian

assumptionthatthemembersofthesameclassalloverthe

worldhaveanintuitivefacilityforinterpretingoneanother's

nationalways,whilstthoseoftheseveralclasseswithineach

nationarekeptapartanddeprivedofsuchspiritualunity

byclasswarfare.Themasses,assuch,arenecessarilymore

ignorantofthewaysandmeansofothernationsthanwere

theprincesofold,whosejealousiesforcedthemtokeepa

closewatchononeanother'sdoings.Theycannothavemuch

directpersonalcontact.Theyareatthemercyofthosewho

arebetterqualifiedtogatherandspreadinformationfor

them,andtheyareoftenenoughdeliberatelymisledby

theiragentsforwhataresupposedtobepatrioticpurposes.

Buttheiryearningsforequalrightsfortheirnationand

equalopportunitiesforthemselveshavebecomeatleast

asardentasweretheclaimsforrecognitionoftheirformer

despoticrulers;theyarequiteastouchyonquestionsof

rankandprobablymoreinclinedtooverrate"recognition."
