Comparisons between Canadian and American health care systems are of interest to policymakers and health services researchers on both sides of the border. The high levels of public popularity for Canadian health insurance and the combination of lower costs and greater life expectancy have caught American attention (1-3). At the same time, some practitioners, both American and Canadian, have complained that Canadian restrictions on the availability of expensive advanced technology may make it increasingly difficult to maintain high quality care (4, 5).
