Once the business case for investment is approved, then the project team is potentially let loose on the market with a large sum of money burning a hole in their collective pockets.

Perhaps the analogy with a shopping trip is not entirely fair. Many organisations will have carried out their vendor selection exercise in parallel with the development of the business case and may have a very clear idea of which products and services they wish to buy. Other organisations may have simply carried out some rough research for the purposes of the business case but left the selection process until final approval has been gained.
