ABSTRACT

Transport disadvantage or deprivation can induce or exacerbate conditions that can lead to the exclusion of individuals and communities. The availability of a car, adequate household income and gender are key determinants of transport disadvantage if measured by differences in journey time to key destinations, for example. It would be fair to say at this point in time that there is a growing awareness of transport and social exclusion (Hine and Mitchell, 2001). Sinclair et al. (2001) have also noted that local authorities tend to be more familiar with standard transport issues.
