ABSTRACT

Up till this point we have ranged freely in a wide field. We have treated our subject in general tenns without going into specific details, in the hope that we might avoid problems, animosity, and ill wiII. Now we come to the hard part where our efforts may stir up a hostile response as much from those who have more understanding of poIitics than 1 do as from those ignorant ones who would Iike to be considered experts. [Further, we wiII also encounter an adverse response] both from those who have no hope at aIl for the union and those who want it but don't see a way to make it happen.
