ABSTRACT
SITUATION BS plc were asked to bid for the provision of a traffic control system that included traffic signals, control room equipment, telecommunications and computer equipment, and closed circuit television cameras and monitors. They were not required to install, maintain or operate this equipment, so the bid was turned over to the equipment manufacturing arm of the company. The operational group handled most bids for BS plc. Consequently, this part of the company did not often get directly involved in bids as it normally only answered the technical specification questions that were passed on from the operational arm of the organization.
