ABSTRACT
Despite the extensive public scrutiny of councils it is not easy to get a clear picture of the extent of shared services in councils. There is no specific requirement to report them except as part of normal reporting by individual councils to their public or through bilateral relationships with the government, the Audit Commission, the Local Government Association or bodies such as the Improvement and Development Agency (IDeA).
