ABSTRACT

In October 1998 the Public Management Foundation published The Future for Public Services 2008 – two scenarios over a range of topics were postulated, including the following references to citizens, that seem (although they were written up as alternatives) remarkably prescient:

New technology has allowed different organizations to pool their databases and give access to a wide range of services through a single gateway. The same process has allowed those who consume services to have far greater influence over how they are shaped: it is now unusual for any public service to be offered without measuring both its outcomes and the views of its users.
