ABSTRACT

In Pacic island states, the migration of skilled health workers is not new, yet few studies trace any facet of this emigration and circulation process, and relatively few examine other components of skilled migration in the region (Liki 2001; Voigt-Graf 2003; Voigt-Graf et al. 2007). Even less is known about the return migration experiences of such skilled workers. To begin lling this gap, this chapter examines the return migration of skilled health workers, mainly nurses, in two of the smallest Pacic island states, Niue and the Cook Islands.
