In recent years, the meaning of discourses in policy and political processes has been at the core of an increasing number of analyses and argumentations. The scholarly reflection focused on the roles that discourses play in influencing policy change,1 legitimizing political action, framing the political debate and shaping identities (March and Olsen, 1995; Schmidt and Radaelli, 2004).
