’The Riksdag represents the Swedish people.’ 1 This key passage in the Swedish constitution states emphatically that it is the responsibility of parliament to exercise the mandate of the people. When it comes to a precise description of how the Riksdag shall be organized in order to accomplish its task, however, the constitution leaves us in the lurch. Like other constitutions, the Swedish Grundlag has little to say about which of the parliament’s various institutions and bodies shall be granted power and influence.
