ABSTRACT

This chapter is about team and management development and consultation in human service organizations. It will attempt to demystify the terms 'development' and' consultation' which are somewhat overloaded with either scepticism or magical powers. In the Old Testament of the Bible, Joseph advised the Pharaoh about his dreams; was he using a 'reflective' rather than 'expert' approach? A more recent popular exponent of the art, Sir John Harvey }ones, has ably demonstrated the 'expert' approach in the popular British television series called 'The Trouble-shooter' and in the book of the same name (Harvey Jones 1990). His pedigree for such a role is unquestionable, as he was for many years the managing director of one of the world's major multinational companies, Imperial Chemical Industries (ICI). Schon (1983) characterizes 'expert' professional practice as, ' ... instrumental problem solving made rigorous by the application of scientific theory and technique'.
