ABSTRACT

The world is never what it ought to be. Where there are men there is always failure, and where there is failure, there is need for improvement. What is deformed must be reformed. Hence, in the secular sphere, reform, and the constant introduction of new reforms, are simply taken for granted, not only by the crusading fanatic, but equally by the man on the street, who spontaneously raises his voice in opposition to any bad state of affairs and demands that it be put right.
