ABSTRACT

The Oxford English Dictionary (OED) defines a plan as a ‘programme indicating the relations of some sets of objects, or the times, places (etc.) of some intended proceedings ... a scheme of arrangement (or) disposition of parts ... a scheme of action, project, design, the way in which it is proposed to carry out some proceeding ... to arrange beforehand’. Planning may be defined:

□ variously in terms of process, activity, skill, competence, and time. □ in terms of the co-ordination or synchronization of events over time,

and into the future. □ in terms of defining an efficient flow and pattern of activities or events

over time. This implies a correlation between such flows or patterns, and their resource consumption implications.
