ABSTRACT

ThereareimportanthistoriclinksbetweenurbanpolicyintheU.S.A.and thatintheU.K.asawhole(Bamekov,BoyleandRich,1989;Moynihan, 1996).Inparticular,similaritiesbetweenurbanpolicyintheU.S.A.and equivalentpolicyinScotlandhavebecomeevidentsincethemid-1990s. Forinstance,inbothcontexts,mechanismsarenowappliedtoensure competitivebiddingintheallocationoffunding,andbiddingprocesses involvetheexplicitapplicationofcriteriareflectinglocalneedand communityinvolvement.However,whiletheconceptof"empowerment"in theU.S.A.hasledtotheprioritisationofemploymentcreation,thenotion of"socialinclusion"inScotlandhasledtotheadoptionofabroaderarray ofsocialandeconomicobjectives.
