ABSTRACT

Sustainabledevelopment,environmentalthreatsandthedrainingofnatural resourcesaresomeofthetopicalplanningissuesontheagendaforthe nextcentury.Planningasanarenafordiscussionsandimplementationof sustainabledevelopmentisoftenmentionedinSwedenandininternational documents(WCED,1987;UNCED,1992).Butthereisagapbetween traditionalviewsofplanningasarationalwayoforganisingandsolving problemsandactualplanningpractice,whichaccordingtotherecent literatureistoahighdegreeadiscursiveactivitythatdevelopsbetween differentactors(Forester,1989;Healey,1997).Onegroupofactorsinthe planningprocesswhichisnotgivenmuchattentionintheplanning literatureisthatofprofessionals(DovlenandHakansson,2001). Professionalsrepresentdifferentkindsofknowledgeandperspectives. Differentprofessionalsoftenusedifferentlanguages,belongtodifferent discourses,andhavedifferentcommon-senseassumptions(Asplundetal, 1997).Thismeansthattherecanbemanydifferentopinionsamong professionalsinaplanningorganisationaboutwhattheproblemsareand howtheyshouldbesolved.
