ABSTRACT

In this chapter I will examine how planning discourse has changed in St Petersburg after the collapse of the Soviet Union by analysing practitioners’ views in St Petersburg.1 My analysis will shed light on the planning objectives and practices that are prioritised in St Petersburg planning, but also in Russian planning, since many of the above-mentioned planners have practised their profession in several Russian cities. In addition to describing and analysing planning both in St Petersburg and more generally in Russia, I will also show how these objectives and priorities are related to Western planning theory and practice.
