When considering the positioning of these new speed signs, it was recognised that placing a sign within reading distance of a signal has the potential to distract the driver from the task of signal reading. In order to reduce this risk, a design rule was developed that placed an ‘exclusion zone’ for signs around signals. No signs were to be placed within a zone up to 300 yards before the signal, or 200 yards beyond the signal. The application of this rule, however, caused significant problems at some locations where it would result in a major detriment to the line speed profile.
