Paramilitary troops set up roadblocks, and riot police with their usual batons, shields and teargas, spread out around that morning to try to block an illegal politicaI rally in a poor neighborhood near downtown Nairobi. But crowds arrived at the site on foot in defiance ofwarnings from the govemment. It was November 16, 1991 , a turning point in the growing resistance to authoritarian rule in Kenya.
