ABSTRACT

Freedom of speech is highly valued in democratic societies, yet its application in the workplace is both an issue of growing importance and deeply problematic. Conscientious employees who may feel compelled by circumstances to make a disclosure in the public interest will find themselves, at best, only partially supported by the law, and sometimes in direct contravention of it. This is often the case even when an employee is concerned about a serious harm such as those resulting from professional incompetence, health and safety negligence, environmental and ecological damage, transport disasters, police and military abuses, corruption and fraud, and government wrongdoing.
