ABSTRACT

The purpose of export control is simple and clear. Being self-evident and universal the message almost has the characteristics of a potential new 11th commandment.

However, the international system of export controls consists of a complex nexus of interrelated international treaties, organizations and multilateral export control regimes, and the scope is increasing. In fact, only a few people outside the narrow circles of government officials, who actively participate in international meetings and negotiations with regard to export control, fully understand the system. Furthermore it is often unclear to companies when there is a risk of proliferation and how the export control systems work.
