ABSTRACT
The previous chapter defined the scope of the research and introduced the key concepts which will be explored in this and subsequent chapters. This chapter provides a policy context and assessment of the literature to set the stage for the discussion of the methodology adopted in the next chapter and the case study findings described in subsequent chapters.
