ABSTRACT

The responsibility for the resource 'Knowledge' lies in the hands of politicians, governments, administrative bodies, research organisations, and education institutions. Research organisations and education institutions have to prepare and to provide high-quality education and up-to-date training for junior experts in the specific professions. They also have to care for continuing professional development (life-long learning). Politicians and governments are obliged to provide frame conditions to impart knowledge and to mobilise capital for scientific education and training programmes. Finally administrative bodies have to coordinate the education institutions, and to monitor the content and quality of training courses.
