ABSTRACT
The Spratly dispute revealed that Chinese and Southeast Asian attitudes differ on whether the balance of power can involve the use of force. China has a tradition of using force to defend what it considers its territory, while Southeast Asia embraces a practice of not using force to ensure external security. These differences concerning the use of force may threaten peace and stability in the South China Sea.
