Location of petitioners is unknown when blank. Evidence for ‘Scotland’ in some cases is only that the referral was to the Customs Commissioners in North Britain (because the ships were quarantined in Scotland). Some London merchants, especially Norris, occasionally petitioned for ships trading to Scottish ports.
