ABSTRACT

Although Federal Aviation Administration (FAA) was not created until the Federal Aviation Act of 1958, the federal government role in civil air transportation began much earlier. This chapter traces the evolution of the government’s role in air traffic management. As will be seen, the major problems facing FAA today are not new but are recurrent themes that date back for years or in some cases decades. The chapter then turns to the various calls to reform how air traffic management services are provided that have arisen in response to recognition of these problems.
