ABSTRACT
Throughout the world, the two principal barriers to having seamless air traffic control are the fragmentation caused by so many different countries providing their own air navigation services and the frequent interoperability between these systems so that aircraft can move smoothly from one system to another. These are the same two barriers that Europe faces, but in a highly confined airspace. In this sense, European air traffic control presents a microcosm of the challenges much of the world faces.
