If this is correct, then full liberalization through multilateral arrangements, which include all freedoms, including seventh freedom4 (which one will not yet find in the Open-Skies agreements), will pave the way for the removal of foreign investment restrictions through the abolishment of the ownership and control clauses. Of course, the governments still have a long way to go. But with increasing liberalization, the importance of ownership and control in bilateral agreements, as a means to control the behavior of the airlines concerned, will diminish. In other words, multilateral, global liberalization of traffic rights is, also from that perspective, a worthy goal.
