ABSTRACT

The legal system of the Federal Republic of Germany is a codified system, and it is a federal one. Briefly (at the time of writing - September, 1990) the federation consists, prior to German reunification, of eleven states {Lander) and the federal system {Bundesrepublik). The states have legislative power to the extent that the Federal Constitution, the Basic Law {Grundgesetz), does not vest it in the federal system. In fact the federal system is the centre of legislation. The federal legislative bodies consist of the Bundestag (Federal Parliament) and the Bundesrat (representative body of the states).
