If the system is operating at a low level of adherence and communica tion (i.e., the competitive solution), a substantial improvement in the environment will be necessary before the system will shift to a high level of adherence and communication. Indeed, the condition o f the environ ment required to drive the system to the collusive solution is much higher than the level required to maintain it once it has achieved this position . Similarly, a much more unfavorable condition o f the environ ment is required to move the system from a high to a low level equilib rium than is required to maintain it there.52
