ABSTRACT

Withintheterritorialjurisdictionofstateswithenergyandrelatedresources todevelop,varyingdegreesofenvironmentalregulationexist.Somestates areclearlyconcernedthattheexploitationofsuchresourcesproceedwith aminimumofharmtotheenvironment,whileothersaremoreinterestedin extractionofresourcesthroughthecheapestmeansavailable.Froma comparativeperspective,itmightbeinterestingtosurveytheseregulatory regimesandexaminethecircumstancesandmotivationsleadingtothe adoptionofoneformofregimeasopposedtotheother.Thatremains outsidethescopeofthisstudy,however.Nonetheless,anentityinterested inpursuingenergydevelopmentactivitieswithintheconfinesofaforeign state'sterritorymustgivefullandcarefulattentiontotheparticularsofthe environmentalregimeadoptedandenforcedinthatstate.Failuretocomply couldresultinlegaldifficultieswithinthecountryhostingtheenergy activity,therebyjeopardizingcontinuedoperation.
